Comparing Bihar’s Naxal violence with today’s Saharanpur

Before Saharanpur, there was Bhagana and Mirchpur in Haryana's Hisar district, both of which involved attacks on Dalits by the locally dominant community. Does the Saharanpur violence bear the marks of an organized Dalit and Backward resistance of the kind seen in Bihar?
