हिमाचल प्रदेश में ओबीसी प्रमाण-पत्र सिर्फ एक साल वैध माना जाता है, जिसके चलते इस समुदाय के लोगों को हर साल नया प्रमाण-पत्र बनवाने के लिए बहुत सारी मुश्किलों का सामना करना पड़ता है। ओबीसी महासभा ने प्रमाण-पत्र की वैधता 5 वर्ष करने की मांग की है। बी. आनंद की रिपोर्ट :
