पार्टियों को समझना पड़ेगा कि प्रशासन उत्पीडित समूहों को न्याय देने में अक्षम रहा और हिंदुत्व की सेनाएं लोगों को जहां-तहां पीटती रहीं तो जवाब में लोग भी अन्याय का मुकाबला करने के लिए जातीय राजनीति और उसकी अक्षमता के फलस्वरूप जातीय सेनाओं पर भरोसा करेंगे। सहारनपुर की घटना पर विद्या भूषण रावत की विचारपूर्ण लेख :
